As Unitarian Universalists we affirm and actively promote the inherent worth and dignity of every person, which calls for the need for justice, equity and compassion in human relations. ICE’s current use of private contractors violates the federal Immigration and Nationality Act (INA) because private contractors clearly do not have the authority to conduct immigration arrests. Furthermore, the use of private contractors to execute immigration arrest warrants in prisons violates the rights of refugees and puts their safety at even greater risk.
AB 1282, the “No Private ICE Act,” seeks to change that, by prohibiting the California Department of Corrections and Rehabilitation (CDCR) from facilitating or allowing private security guards to detain, take custody of, or arrest individuals for immigration enforcement purposes. As people of faith and Californians working for justice, we support AB 1282 “The No Private ICE Act,” as it preserves and promotes the safety and rights of refugees and immigrants in our state prisons.
Why do we need the “No Private ICE” Act?
ICE’s use of G4S private security guards to expand its ability to arrest more individuals in state prisons for immigration enforcement purposes has been particularly harmful to Southeast Asian refugees, who have been the target of aggressive detention and deportation by the Trump administration.
Decades ago, Southeast Asian refugees fled war and genocide in Cambodia, Laos, and Vietnam, and were resettled in the U.S. in low income neighborhoods. After serving time in state prison, a number of Southeast Asian refugees have earned parole through demonstrating that they have rehabilitated. However, rather than being allowed to reunite with their families and communities, G4S has shown up in state prisons to arrest and transport them to immigration detention in violation of federal law and regulations.
